```text
Create a bright, playful single-panel cartoon illustration in a thick black-outlined, hand-painted acrylic/gouache style with visible brush texture and flat saturated colors. Scene: a whimsical city street on a sunny day, viewed straight-on with slight perspective, blue sky with exactly 2 blocky white clouds. In the foreground, a blonde girl with long straight hair and bangs, pale skin, turquoise rectangular eyes, a small neutral mouth, a red short-sleeve shirt, dark blue pants, red-and-cream sneakers, rides a black skateboard with red trim and cream wheels while holding a red leash. She is being pulled forward by exactly 1 happy orange-and-white Shiba Inu dog running to the left, tongue out, curled tail, black eyes and nose, wearing a collar attached to the leash. Add a large white thought bubble above the girl with thick black outline and exactly 2 small bubble dots, containing the Japanese text これは\n犬の散歩と\nいえるのか…. Background: colorful blocky buildings with heavy black outlines, including exactly 4 main buildings/sign structures: a yellow storefront at left with two blue upper windows, a red-and-white striped awning, blue shop windows and red door; a hot-pink apartment building behind it with four small windows and a dark doorway; a blue building on the right with a yellow sign showing a black cat silhouette; and a red vending machine at far right with small colored buttons. Include exactly 1 green tree in the center, exactly 3 rectangular planters with bushes along the sidewalk, a gray asphalt road with white lane markings, and simple urban details. Use a childlike pop-art composition, bold uneven black strokes, no photorealism, no gradients, no extra characters, keep the mood humorous and energetic.
